in a constitutional state?

I was called to an address about an antique carpet in 1999, I went to the owner, she had 3 children, 2 of her and one adopted, the child was mentally handicapped, the apartment was quite small and the children were a little sad, probably because of family conflict. she showed me an old damaged carpet, and asked hopeless: how much is it worth to you? I asked how much do you need? she said 8,000 schillings, I said it's worth 60,000 shillings for me, and left. later my father asked how much did you pay? I said 80,000 schillings, expensive? he said you are a gambler and you went to the casino. I said maybe. well, he sold it for 180,000 schillings and didn't give me a cent.

many say: we don't let anyone into our apartment! i never thought back then that there were people who sell families with secret cameras, because i never get these ideas myself to earn money in this way.

is that a state and system error, in a constitutional state?
